		<description>There is always struggle between the dictators and the people. At the end, history proves and repeatedly proves the outcomes. Why is there a slow progress in Vietnam ? First, Vietnamese overseas continue to pour 7 billion US dollars per annum to Vietnam, which balance the annual deficit of 5 billion US dollars. Second, Vietnamese overseas are generally very indifferent to the Communists in Vietnam. There are 3.5 milions and 300,000 Vietnamese experts who are living overseas, according to the UN. But only 1000 Vietnamese overseas people signed the petition against Bauxite mines, 800  signed petitions against the China invasion of Vietnam territories borders.
